Mr. François Carrel-Billiard joined IPI as a Visiting Senior Fellow in September 2007. He is responsible for the development of new program initiatives at IPI, and provides substantive advice, as needed, across a range of policy programs. His current work focuses on the Security Council, and his research interests also include European issues as well as the non-proliferation of weapons of mass destruction.
Prior to joining IPI, François served in Paris as an adviser on strategic issues to the French Foreign Minister (2005-2007), and as Deputy-Director for Strategic Affairs at the Ministry of Foreign Affairs (2002-2005), responsible for defense and security issues.
Previously, François was posted in Moscow, New York, and Brussels. In New York, he was a counselor at the Permanent Mission of France to the UN (1996-2000), where he handled Security Council issues, with a focus on Africa and Afghanistan.
François graduated in 1990 from the Ecole Nationale d’Administration in Paris. He also holds a law degree from the Université Paris II and an M.A. from the Institut d’Etudes Politiques de Paris.
