First Meeting of Security Council Project Advisory Group Gathers Noted Experts and Practitioners
Members of the advisory group of IPI’s project on Understanding Compliance with UN Security Council Resolutions in Civil Wars convened at IPI’s Trygve Lie Center for Peace, Security and Development on May 21, 2009 for a seminar featuring presentations and active discussions on the research question, hypotheses, and methodology of the project as well as on an early draft of a forthcoming report entitled, “The UN Security Council and Civil War: First Insights from a New Dataset.” The meeting benefited from the great wealth of expertise of former diplomats, UN staff and academic experts in the room.
The meeting began with welcoming remarks by Dr. Edward Luck, IPI’s Senior Vice President for Research and Programs. This was followed by presentations from the project’s staff consisting of James Cockayne, Senior Fellow at IPI, Christoph Mikulaschek, Senior Policy Analyst at IPI, and Chris Perry, Policy Analyst at IPI.
This meeting follows an earlier roundtable gathering experts on the UN Security Council from academia, think tanks and the United Nations, as well as presentations of this project at several university seminars, including the International Law and International Relations seminar at the Weatherhead Center at Harvard University.

Arbour: What the Rule of Law Means
“In my understanding of the rule of law, fundamentally, what the rule of law means is that it embraces the principle of equality before the law,” Louise Arbour, president of the International Crisis Group (ICG), told an IPI audience on May 10, 2012. Ms. Arbour outlined that this means that no one is above the law and everyone has both equal protection and equal benefit of the law.

Shachtman: Cyber Threats Akin to South Bronx, Not Pearl Harbor
“There’s not a danger of a cyber Pearl Harbor… it’s more like the South Bronx circa 1999, where there’s a danger that it becomes such a tough neighborhood that no one wants to set up shop there and people move out,” Noah Shachtman, editor of the Danger Room blog at Wired magazine and non-resident fellow at the Brookings Institution, told an IPI audience at a panel on cyber security on May 3, 2011.
