Shachtman: Cyber Threats Akin to South Bronx, Not Pearl Harbor

“There’s not a danger of a cyber Pearl Harbor… it’s more like the South Bronx circa 1999, where there’s a danger that it becomes such a tough neighborhood that no one wants to set up shop there and people move out,” Noah Shachtman, editor of the Danger Room blog at Wired magazine and non-resident fellow at the Brookings Institution, told an IPI audience at a panel on cyber security on May 3, 2011.

The Importance of Tracking Arms Transfers

“The largest volume of [arms] transfers have gone to Asia and Oceania, followed by Europe, the Middle East, the Americas, and Africa, during this last five-year period,” Paul Holtom, Director of the Arms Transfer Program at the Stockholm International Peace Research Institute (SIPRI), told an IPI lunchtime panel on March 20, 2012.

The threat posed by organized crime is not confined to serious crimes such as racketeering, the global drug trade, or human trafficking. For many developing countries and fragile states, powerful transnational criminal networks constitute a direct threat to the state itself, not through open confrontation but by penetrating state institutions through bribery and corruption and by subverting or undermining them from within. This paper examines whether Kenya faces such a threat.
