Ambassadors from Africa, Asia, and Latin America Offer Regional Perspectives on the Responsibility to Protect
On May 12, the International Peace Institute held a lunchtime policy discussion of the basis, scope, and prospects for the responsibility to protect, as seen from Africa, Asia, and Latin America.
In the spirit of the 2005 World Summit Outcome Document, which called on the General Assembly to continue its consideration of the responsibility to protect, IPI has sought to encourage an open and wide-ranging discussion on how progress in this area may be achieved. The May 12th event explored a variety of regional perspectives which will be critical in shaping how the UN community responds to Secretary-General Ban Ki-moon’s repeated calls for the “operationalization” of the concept.The event featured presentations by three experienced United Nations Permanent Representatives, H.E. Mr. Maged Abdelaziz of Egypt, H.E. Mr. Vanu Gopala Menon of Singapore, and H.E. Mr. Heraldo Muñoz of Chile, who shared their views and insights on the responsibility to protect. Their comments prompted a lively exchange during the question and answer session between the panelists and the standing-room only audience. The forum was introduced and moderated by Edward C. Luck, IPI Senior Vice President and Director of Studies and Special Adviser to the UN Secretary-General, in which capacity he focuses on the responsibility to protect.
