Over the past few years there has been a resurgence of interest in employing preventive tools to thwart the outbreak and escalation of violent conflict. This paper looks at the state of and challenges ahead for preventive diplomacy in four different regions of the world: Africa, Latin America, Southeast Asia, and Northeast Asia.

Ten years ago the UN Secretary-General pledged to intensify efforts to move from a culture of reaction to a culture of prevention. In 2005, heads of state and government at the UN World Summit solemnly renewed their commitment “to promote a culture of prevention of armed conflict.”

Coping with Crisis is a multi-year research and policy-facilitation program that works to inform and assist decision makers in the UN, multilateral organizations, member state capitals, and civil society to address emerging security challenges and strengthening multilateral response capacities.
