This report stems from the Accra seminar intended to review developments on the implementation of the ECOWAS security mechanism, assess the status of the implementation of the recommendations made at past seminars and provide recommendations to the United Nations (UN), the African Union (AU), and sub-regional organizations on how to improve their strategies for successful intervention in Africa.

The long-running conflict over the sovereignty of Western Sahara has involved all the states of northwest Africa and many beyond since Spain ceded the territory to Morocco and Mauritania in 1976.
